The UPWP Performance Report summarizes the progress that the Rockingham Planning Commission has made in implementing both the broad goals and specific tasks outlined over the course of the two year period of the Unified Planning Work Program (UPWP) covering the MPO region. It is submitted in part to comply with 49 CFR 18.40 - Monitoring and Reporting Program Performance, and in part to provide communities, MPO Transportation Advisory Committee (TAC) and Policy Committee members, and the general public a report of progress on projects and initiatives that the MPO has undertaken as part of the UPWP for the region.
The report begins with a discussion of overall progress and the Planning Priorities of the UPWP. This is followed by summaries of the efforts that occurred under each of the work categories within the UPWP, as well as the various task areas and subtasks listed underneath each category. The UPWP usually lists well over 100 different work products and tasks that are anticipated to receive some level of effort during the two years. The Performance Report identifies projects and tasks where progress was different than what was anticipated during the drafting of the UPWP and provides an accounting as to why things were different.
The UPWP Performance Report is required to be completed within 90 days after the end of the contract period. In New Hampshire the contracts run from July 1st of the first year to June 30th of the second year. The most recent report is for the 2020-2021 UPWP and that was completed on September 3, 2021. The next iteration is due to be completed by September 30, 2023 and will be included on this page at that time.
