RPC to consider changes to 8 TIP Projects

The Rockingham Planning Commission (RPC), as the federally designated Metropolitan Transportation Organization (MPO) for the region, announces its intent to amend the Transportation Improvement Program (TIP) to account for scope, schedule and cost changes to projects. The TIP is a prioritized list of federal and state funded transportation projects cooperatively developed by NH DOT and representatives RPC communities and currently includes projects with work scheduled from fiscal years 2023 through 2026. This update helps maintain consistency with State project programming documents and the RPC Long Range Transportation Plan (LRTP). Copies of all documents are available on the RPC website linked at https://www.therpc.org/TIPAmendments and on the public engagement portal linked at https://publicinput.com/rpc2023tipamendments or via the QR code embedded below. Copies will also be mailed to interested parties by request.

A public comment period for the Amendments begins Friday June 28, 2024 and concludes on Tuesday, July 9, 2024. A public hearing to consider the changes and any received comments is scheduled for Wednesday July 10, 2024, beginning at 6:30 PM at the Stratham Town Offices, 10 Bunker Hill Avenue, Stratham. There is an option to participate in the meeting via zoom webinar. Please check the public engagement portal or the RPC website for the most up-to-date information on how to access the meeting. The Planning Commission will meet after the public hearing to adopt the changes to the TIP.

2024-05-09 - RPC Is Hiring! We Are Seeking a Regional Planner to Join Our Team!

Regional Planner Position Open (5/9/2024)

The Rockingham Planning Commission (RPC) is seeking a full-time Regional Planner to join its tightly knit, award-winning team. The RPC region is a vibrant landscape of rural, suburban, and urban communities located in southeast New Hampshire just an hour north of Boston, minutes to the New Hampshire beaches and a short trip to the White Mountains. The RPC enjoys a close relationship with its member communities and federal, state, and regional partner organizations in the fields of transportation, land use, environmental planning, public health, housing, and economic development.

The ideal candidate will have a background in urban planning at the municipal or regional level, experience with municipal land use boards, elected officials and municipal staff, and a familiarity with transportation and environmental planning. The Regional Planner will provide services directly to municipalities and land use boards and commissions including application and plan review, ordinance and regulation development, master plan preparation and work with other RPC staff on a variety of land use, transportation, economic development, and environmental projects. With twelve member communities in the NH coastal zone, the Regional Planner may also work collaboratively with our federal, state and local partners on a variety of coastal resilience projects.

Applicants should possess a bachelor's or master's degree in urban or environmental planning or a related discipline and one to five years of relevant professional work experience, OR any combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities. A valid driver’s license and reliable transportation are necessary and attendance at evening meetings is required. Applicants must have superior presentation and written communication skills. The RPC offers a flexible work environment that encourages continued professional development in an atmosphere that promotes a healthy work-life balance, with flexible, remote work options. This is a full-time, 40-hour, week position. Salary range $50,000 - $65,000; starting salary will be commensurate with experience and qualifications,, with flexibility on starting date.

The Rockingham Planning Commission in Exeter, NH has an immediate opening for a well-qualified and motivated GIS Coordinator. This full-time position provides the opportunity to grow and shape the GIS services for 27 communities in southeast New Hampshire. We are seeking a passionate and experienced GIS Coordinator to grow our geospatial technology and deliver exceptional solutions to our member communities and partners. The GIS Coordinator will be responsible for GIS project management and community engagement.

This position will also assist in the maintenance and utilization of the region’s travel demand model for projecting future traffic conditions and to support air quality analyses.

The successful candidate will be well organized, detail-oriented and have familiarity and interest in a variety of planning topics and meet these additional qualifications:

  • Bachelor's or Master's degree in Geography, GIS, Environmental Science, or related field.
  • Minimum of 5 years of experience in GIS project management or related roles.
  • Develop and implement GIS strategies to meet project requirements.
  • Develop innovative solutions using GIS technologies.
  • Stay current with GIS technology and industry best practices.
  • Have a keen sense of mapping design, composition, and aesthetics.
  • Experience with ESRI ArcGIS products ArcgGIS Pro, ArcGIS Desktop including ArcGIS Online, and other ESRI applications. .

Be proficient in data management and organization.

Manage project timelines, budgets, and resources.

Be effective in analyzing and communicating spatial information.

Experience with Python, R, or Arcade is desirable.

Starting salary for this position will be between $70,000 and $85,000 commensurate with qualifications and experience. 2023-10-23 - Last GACIT Public Hearing in RPC Region is 10/24 - Now With Virtual Option!

The Governor’s Advisory Commission on Intermodal Transportation (GACIT) has scheduled public hearings to receive comments/testimony on transportation projects and priorities included in the draft 2025-2034 Ten Year Plan.


The Governor’s Advisory Commission on Intermodal Transportation (GACIT), which is made up of the five Executive Councilors and the Commissioner of the New Hampshire Department of Transportation (NHDOT), has scheduled public hearings throughout the state in September and October. The purpose of these Hearings is to receive public comments/testimony on transportation projects and priorities included in the draft 2025-2034 Ten-Year Transportation Improvement Plan, as recommended by the New Hampshire Department of Transportation to GACIT.

TRANSPORTATION – GIS ANALYST (October 19, 2023)

The Rockingham Planning Commission has an immediate opening for a well-qualified and motivated Transportation/GIS Analyst. This is a permanent full-time position responsible for collecting, managing, analyzing and reporting transportation systems data, and also for developing, maintaining and utilizing spatial data and GIS to support transportation and land use planning projects. GIS related responsibilities include building and maintaining GIS datasets, maps, models, and reports. The person in this position will also assist in the maintenance and utilization of the region’s travel demand model for projecting future traffic conditions and to support air quality analyses.

The successful candidate will be well organized, detail-oriented and have familiarity and interest in a variety of transportation, land use or resource planning subjects and meet these additional qualifications:

  • Be proficient in data management, including compiling, importing, reviewing, editing, and checking GIS, transportation, and other data from a variety of sources;
  • Be effective in analyzing spatial information and communicating that information;
  • Have a keen sense of document composition and aesthetics in documents and map design;
  • Have a strong ability to both work independently and collaboratively and to interact effectively with state, regional and municipal agency staff;
  • Have completed at minimum a bachelor’s degree in transportation planning, engineering, geography, geospatial sciences or other allied technical discipline, as well as proficiency in GIS and data management or analysis;
  • Extensive experience with ESRI ArcGIS (Desktop, Pro);
  • Experience developing ArcGIS Online web maps, dashboards, and surveys;
  • Have a minimum of two years of full-time experience, or equivalent, including workplace experience in using GIS technologies (For the purposes of meeting minimum qualifications, a master’s degree may be counted as one year of required experience.
