2024-12-20 - 2024 Annual List of Obligated Projects

Federal Transportation Funds spent in the Region

The List of Obligated Projects is an annual statement by the Metropolitan Planning Organization detailing the expenditure of federal transportation funds in the region. When the Federal Highway Administration (FHWA) or Federal Transit Administration (FTA) obligate funds, the agencies are committing federal resources to a specific transportation project, grant, or transit system. While obligations do not line up exactly with active construction of roadway projects, they do provide insight into what projects are being prepared for construction (engineering and design), are in construction, or have been recently completed. The 2024 Annual Listing of Obligated Projects has been published and details how the $123.5 million of federal funding obligated in the region was distributed to projects, programs, and transit agencies.

RPC to consider changes to 11 TIP Projects

The Rockingham Planning Commission (RPC), as the federally designated Metropolitan Transportation Organization (MPO) for the region, announces its intent to amend the Transportation Improvement Program (TIP) to account for scope, schedule and cost changes to projects. The TIP is a prioritized list of federal and state funded transportation projects cooperatively developed by NH DOT and representatives RPC communities and currently includes projects with work scheduled from fiscal years 2023 through 2026. This update helps maintain consistency with State project programming documents and the RPC Long Range Transportation Plan (LRTP). Copies of all documents are available on the RPC website linked at https://www.therpc.org/TIPAmendments and on the public engagement portal linked at https://publicinput.com/rpc2023tipamendments or via the QR code embedded below. Copies will also be mailed to interested parties by request.

A public comment period for the Amendments begins Friday November 1, 2024 and concludes on Tuesday, November 12, 2024. A public hearing to consider the changes and any received comments is scheduled for Wednesday November 13, 2024, beginning at 6:30 PM at the Portsmouth Public Library, 175 Parrott Avenue, Portsmouth. Rockingham Planning Commission Title VI Non-Discrimination Policy & Program

The Rockingham Planning Commission (RPC) Metropolitan Planning Organization (MPO) hereby gives public notice of its policy to uphold and assure full compliance with Title VI of the Civil Rights Act of 1964, The Civil Rights Restoration Act of 1987, and all related statutes. Title VI prohibits discrimination in Federally assisted programs and require that no person in the United States of America, shall on the grounds of race, color or national origin be excluded from the participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity receiving Federal assistance. Other Federal laws and longstanding commitment by the RPC extend these protections to all persons regardless of sex, age, or disability status.

The RPC’s Title VI Non-Discrimination Program Plan may be found on the RPC website at: www.therpc.org/transportation/public-engagement/civil-rights.

Comments and input regarding the draft Title VI Program are welcome and will be accepted for a period of 45 days from October 25, 2024 through December 9, 2024. The Rockingham Planning Commission in Exeter, NH has an immediate opening for a well-qualified and motivated GIS Coordinator. This full-time position provides the opportunity to grow and shape the GIS services for 27 communities in southeast New Hampshire. We are seeking a passionate and experienced GIS Coordinator to grow our geospatial technology and deliver exceptional solutions to our member communities and partners. The GIS Coordinator will be responsible for GIS project management and community engagement.

With projects ranging from transportation systems planning and land use analyses, to climate resilience and sea level rise, you will be responsible for collecting, managing, and analyzing system data for planning projects. You will also support data collection responsibilities including transportation system inventories, traffic volumes, land use and land cover data sets and others. This position will also assist in the maintenance and utilization of the region’s travel demand model for projecting future traffic conditions and to support air quality analyses.

The successful candidate will be well organized, detail-oriented and have familiarity and interest in a variety of planning topics and meet these additional qualifications:

  • Bachelor's or Master's degree in Geography, GIS, Environmental Science, or related field.
  • Minimum of 5 years of experience in GIS project management or related roles.
  • Develop and implement GIS strategies to meet project requirements.
  • Develop innovative solutions using GIS technologies.
  • Stay current with GIS technology and industry best practices.
  • Have a keen sense of mapping design, composition, and aesthetics.
  • Experience with ESRI ArcGIS products ArcgGIS Pro, ArcGIS Desktop including ArcGIS Online, and other ESRI applications. .

Be proficient in data management and organization.

Manage project timelines, budgets, and resources.

Be effective in analyzing and communicating spatial information.

Experience with Python, R, or Arcade is desirable.

Starting salary for this position will be between $70,000 and $85,000 commensurate with qualifications and experience.
