Stakeholders

The Regional ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, transit, public safety, and many other operating agencies at local, state, and national levels. It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system, with particular focus on agencies that operate transportation systems in the region.

Alliance for Community Transportation (ACT)ACT is the state-designated Regional Coordination Council (RCC) for Southeast New Hampshire, facilitating the implementation of coordinated community transportation. ACT is an advisory group made up primarily of representatives from many agencies. ACT's mission is to make the most efficient use of all transportation resources, especially health and human-service related providers, through coordinated services and agreements.
AMTRAKAMTRAK provides passenger rail service in NH. The "Downeaster" line serves the Strafford-Rockingham Region.

City of Dover Department of Public WorksThe Public Works Department for the City of Dover is responsible for maintaining the City's streets and rights-of-ways, among other responsibilities.
City of Portsmouth Department of Public WorksThe Public Works Department for the City of Portsmouth is responsible for maintaining the municipal infrastructure that includes all City streets, parks, municipal buildings, the water system, and the sanitary sewer collection and treatment system.
City of Portsmouth Public Safety AgenciesThis includes the Police Department, Fire Department, and emergency services for the City of Portsmouth.
City of Somersworth Department of Public WorksThe Public Works Department for the City of Somersworth maintains the City's roads and provides technical and engineering support, among other responsibilities

Cooperative Alliance for Regional Transportation (CART)CART is a curb-to-curb transportation system serving the New Hampshire towns of Chester, Derry, Hampstead, Londonderry, Salem and Windham. Limited service to Plaistow is also available.
Cooperative Alliance for Seacoast Transportation (COAST)COAST provides fixed route and demand responsive transit services in Strafford and Rockingham Counties and to Berwick, ME.
Easter Seals NHEaster Seals is the operator of the Cooperative Alliance for Regional Transportation (CART) brokerage.
Event PromotersEntities responsible for oversight and management of special regional events and related transportation issues.
Federal Highway AdministrationAn agency of the United States Department of Transportation. FHWA administers the Federal-aid Highway Program, which provides financial assistance to States to construct and improve highways, urban and rural roads, and bridges. FHWA also administers the Federal Lands Highway Program, which provides access to and within national forests, national parks, Indian Tribal lands, and other public lands. FHWA is headquartered in Washington, DC, with field offices across the country, including one in or near each State capital.
FEMAFEMA is a federal agency that works to build, sustain, and improve thecapability to prepare for, protect against, respond to, recover from, and mitigate all hazards.
Financial InstitutionBanks involved in the transfer of funds for toll and fare collection as well as for other fee based transportation services.
Flight LineFlight Line Inc. is a ground transportation company that services the Logan Airport, Manchester Boston Regional Airport in Manchester, NH, Black Falcon Pier Terminal and South Station. Service in the region includes east-west service between the Portsmouth Transportation Center and the Manchester Transportation Center via the Epping Park and Ride and the MHT Airport.

Local Public Safety AgenciesThe group that represents a municipality's police, fire, and/or other public safety agencies. For example, this group could include the County Sheriff's Department.
Local Public Works AgenciesThese can be as simple as a desktop computer used to control a traffic signal system. Most municipalities have a Department of Public Works that assumes the responsibilities of managing traffic operations. They also manage and operate municipal parking.
Maine Department of Transportation (MaineDOT)The State of Maine agency responsible managing, operating, and/or maintaining state-owned transportation infrastructure (roads, bridges, railways, etc.).
Maine Turnpike AuthorityThis quasi-state agency is responsible for owning, operating, and maintaining the transportation infrastructure along the Maine Turnpike (I-95 in Maine).
MassDOT - Highway DivisionThe Highway Division is one of four divisions of the Massachusetts Department of Transportation (MassDOT). The Highway Division oversees the safe construction, maintenance and operation of the Commonwealth's roads, bridges and tunnels for drivers, bicyclists and pedestrians.

New Hampshire Commercial Vehicle AdministrationThis stakeholder group represents the multiple agencies responsible for providing commercial administration services.
New Hampshire Department of Health and Human ServicesThe State of New Hampshire department that is responsible for public health. They collect EMS and hospital data.
New Hampshire Department of SafetyThe State of New Hampshire agency that is responsible for assuring public safety and managing emergency operations. The New Hampshire State Police, the Division of Motor Vehicles, and Division of Emergency Services, Communications, and Management are part of this department.
New Hampshire Department of TransportationThis state agency is responsible for planning, constructing, and maintaining the state transportation network.
New Hampshire Division of Ports and HarborsThe State of New Hampshire Division of Ports and Harbors (DPH), of the Pease Development Authority is responsible for the maintenance and development of the ports, harbors, and navigable tidal rivers in the State. The DPH is located within two miles of the Pease International Tradeport and Airport.
NH Department of Safety - Division of Motor VehiclesResponsible for commercial vehicle size, weight and safety inspections, compliance reviews, emissions testing and registrations.
NHDOTThe State of New Hampshire agency that is responsible for managing, operating, and/or maintaining state-owned transportation infrastructure (roads, airports, transit, railways, etc.).
NHDOT - Bureau of TurnpikesThe Bureau of Turnpikes is responsible for the operation and maintenance of the New Hampshire Turnpike System.
NHDOT Maintenance District FiveA district of the Bureau of Highway Maintenance, covering 43 muncipalities. The District Office's engineering, technical and clerical staff manage day-to-day operations of state highways in the district.

Regional Fare Card AgenciesFuture association of regional transit and transportation agencies sharing an interoperable regional fare card. Potential participants include COAST, CART, Wildcat Transit, MVRTA, MBTA, and others
Regional Planning CommissionsThe 9 regional planning commissions are required by NH statue to prepare regional master plans, compile housing needs assessments, and review developments of regional impact.
Rockingham Planning Commission (RPC)RPC is composed of twenty-seven communities in Rockingham County. These communities are: Atkinson, Brentwood, Danville, East Kingston, Epping, Exeter, Fremont, Greenland, Hamstead, Hampton, Hampton Falls, Kensington, Kingston, New Castle, Newfields, Newington, Newton, North Hampton, Plaistow, Portsmouth, Rye, Salem, Sandown, Seabrook, South Hampton, Statham, and Windham.
Seabrook StationThe Seabrook Station nuclear power plant is located on a 900-acre site in the towns of Seabrook, Hampton and Hampton Falls in New Hampshire.
Service AgenciesPublic and private entities that provide services to the elderly, disabled, or low-income residents of the Strafford-Rockingham region.
State Public Safety AgenciesThe group that represents state agenices responsible for emergency coordination, including police, fire, EMS and other agiencies that deal with public safety.
Strafford Regional Planning Commission (SRPC)SRPC is composed of eighteen communities including all thirteen municipalities in Strafford County, three communities in Rockingham County, and two communities in Carroll County. These communities are: Barrington, Brookfield, Dover, Durham, Farmington, Lee, Madbury, Middleton, Milton, New Durham, Newmarket, Northwood, Nottingham, Rochester, Rollinsford, Somersworth, Strafford, and Wakefield.
Town of KingstonRepresents the various departments of the Town of Kingston.
Town of PlaistowRepresents the various departments of the Town of Plaistow.
Town of SalemRepresents the various departments of the Town of Salem.

University of New HampshireUNH owned and operated Campus Connector routes in Dover and Wildcat Transit public transit routes in Dover, Newington, Newmarket and Portsmouth.
US Coast GuardThe U.S. Coast Guard is one of the five armed forces of the United States and the only military organization within the Department of Homeland Security.
